Although the benefits of the low-carbon transition will far outweigh the costs, it will be important to embed just-transition considerations into policymaking. This should ensure that workers and communities that rely on emission-intensive assets are supported and the benefits created by the energy transition are inclusive. The physical effects of climate change are often disproportionally felt by the world’s poorest countries, where these impacts are exacerbated by existing economic disparities. Just-transition decision making also applies to inter-regional policies and international climate agreements to identify the effects on the rest of the world and ensure that high-income countries are mitigating their fair share.
